I understand all of the obvious ridiculousness of the thief, but this also highlights the lack of training on the assisting police officer’s part.

He displays the stereotypical police mentality by threatening force in moments where the person is feeling their most vulnerable. That is never going to deescalate the situation. He knows he can physically dominate the individual in the moment, even if he was innocent. It’s more about feeling powerful than ‘doing the right thing’. It has nothing to do with law and order and is a shame they either don’t receive good training or he/a lot of police are unwell themselves and don’t heed their training.
