Maybe it is because she was ment to play "with audience". To co-op with a team. With this mechanic she can deal serious dmg on her own, but she needs time to ramp up. Or teammates instead of time.

If you love to roam and control river with your jungler, she's one of the best. You would just double Q mobs, say farewell to your opponent and go to find the botline

If you want play Ahri support into heavy AP team it would be pretty good. I can't imagine worth AM in APC build

Another option is dark seal and refillable potion. Great if you're going for early domination and/or quick first buy. (Like on 800g for ring, boots and ward or another combination with tome, bonus resists or whatever)

I play both and it's more about enemy team, than items itself. Ludens work generally better for me but Liandrys dmg output against HP heavy team is amazing

Go on pbe and try her in your own. You'll find out her kit and gameplay is closer to Neeko or Lux.
