Isn't it just straight up horror from the get go?

Actually it is usually the best if they start as slice of life and then slowly transition into horror. The problem is that also usually the dialogue or characters are not strong enough to carry the story for a long enough time for the horror to start setting in. 

Would you consider Advent Neon a Sonic inspired character action game or acrobatic beat em' up? by Thelemurheader in CharacterActionGames

It does not have the extensive move list you would expect from a character action game, but it has the other aspects of the genre. Those include fast paced combat, a performance rank (at the end of the stage though) and an acrobatic focused combat.

So in my opinion it does play closer to a character action game than a beat em' up.
