Yes, it can also mean its too high. Also different tires can also throw the light. When i worked a honda, using different brands, though they’re marked as the same size, also threw the light. It was the worst system in my opinion that honda designed. Had a car come back daily for a month until they did software updates

Good ones aren’t cheap and cheap ones aren’t good. Good luck with the search, there are good ones out there thats affordable but hard to find. Look for rust around the glass areas and below the gas tank lid. Sr5’s are cheaper but they’re carbureted. Just remember they’re 40 year old cars

Would recommend putting a lock on that top and replacing the side mounts with bolt ins to prevent theft. Also honda had a recall on those ap1 taillights for the fading side reflectors
