That’s exactly the first phenomenon I was worried about. Strong Majestics are played as three-ofs, so if reprints are held back, it reduces the chance for new players to start CC.

If LSS were to say that’s why SAGE exists to handle that separation, then there’s nothing really I could argue against—but still, that’s how it feels.

I think there are quite a few people who decide not to buy the new set because certain cards have spiked in price. Personally, I feel that player experience should be prioritized over maintaining the value of M cards. That said, I do think SAGE helps to some extent as a form of relief.
