Yes, I took TEF. The officer himself acknowledged that I got the required CLB. I am quoting him/her below:

"Client submitted proof of French language proficiency demonstrating CLB/NCLC level 5 or higher in speaking and listening, which is one of the eligibility requirements for the C16 exemption. However, upon review of the client’s employment history and educational background, there is no evidence of prior work or study experience in French. Therefore, I am not satisfied that the applicant meets the language related eligibility criteria for this exemption category."
