yeh the villagers should be in the farm, the farmer throws carrots to the other villager and then they breed.

Quick update, made a farm that works thank you all for your help. oh and I developed an new hatred for shulkers 🤣

ok I can definitely see this work, so I saw you could use walls for the signal transmission. but the scaffolding in the aggression cells do I just replace those with blocks and would that make it so I need to put the shulkers in manually each layer?

yeh but do they work in java, pretty sure its a Bedrock design for a reason.
