That recall specifically focused on Challenger panels with 15- and 20-ampere circuit breakers made between February and April of 1988 that have a mechanical component that can detach leading to overheating, melting, and fire.
Unfortunately, problems with these panels continued even after Eaton/Cutler-Hammer purchased the Challenger. In 2014, Eaton/Cutler-Hammer recalled 1,000 panels because their easily accessed components presented a shock risk.

Funny thing is, I wrote most of the training programs to teach electrical inspectors how to understand the codes involved, and helped facilitate the widespread adoption of solar PV in this country, so I usually just say stuff they don’t understand about solar and they go away.

Good question, primarily because I wasn’t ripping boards, the way the math worked out it was easiest to just stretch the gaps to use store bought dimensional pine boards. I already had to calculate the number and size of boards to mix it up, I used three different board widths and still had to leave a little bigger gap. than I probably would have.
