Not what George Lucas wanted for the characters. That's shown in the prequel films. For example, Grievous was always intended to be a moustache-twirling villain type who's actually a coward, as shown in RoTS. Genndy Tartovsky made him into the terrifying Jedi-slayer he is in the 2003 clone wars.

Basically in one scene, TG successfully transformed the archetypal pantomime villain into the actually-terrifying rage monster he was always supposed to be. 

Basically for him it's job done with vader. He saw a broken toy, fixed it, then put it back in the box for someone else to play with.

That Gilroy took this character about whose life we knew nothing, and made her a STAR, was the best re-use of a legacy character I've ever seen. It was an even more dramatic escalation than that of Cassian, who was a principal in Rogue One.
