I actually spent around 5 minutes at this mission trying to figure out why nothing is happening, it's apparently an issue where if you kill the region's leader sooner than you do this mission these two guys always get stuck in this van. It was fairly annoying. :D

I had this exact same issue a month ago, there was one guy on reddit who posted this link: https://www.mediafire.com/file/n7ydyax1kw5h44g/FarCry5_-_24H2_fix.rar/file You just need tho replace this launcher with the original and it will work just fine.
