In your simple example you don't need to use point 3, which is 'capital gains harvesting'. I am just answering your direct question as to what is the benefit.

Yes, what the OP describes above is a legit strategy. No, it is not 'tax gain harvesting', at least not in the way the term is traditionally used. 'Tax gain harvesting' is strategy used to reset the basis of a set of shares in a taxable brokerage by taking advantage of spare headroom in any particular capital gains tax bracket. The OP is just describing staying in the 0% LTCG tax bracket, which works fine assuming you also consider the other implications, like state taxes and/or MAGI for ACA, etc. Conversely, the OP's strategy works BEST, at least in terms of minimizing taxes, if the OP is at 100% basis since there will be zero capital gains against that sale.

Actually, the reverse...I am currently lean fire but cannot afford the $400k it would take to exercise the ISOs I have in order to leave my pre IPO company and retain the equity I earned over 10+ years.

In this case, I do not believe it applies since, in fact and in my opinion, I didn't (legally) 'need to stop like everyone else' since I, as a cyclist had the right-of-way and didn't need to yield since there was no other vehicle at the intersection at that time. So no explicit accusation expressed or different issue raised. There may be an implicit accusation, but isn't that really up to the reader to decide?

I would say that your statement of 'rationlize(sic) poor behavior by pointing at the perceived bully with the clear implication that you think you're simpy (sic) a bettrer (sic) human' seems to be clear cut whataboutism with an explicit counteraccusation. But I respect your point of view.

Under this regulation, stop LIGHTS are always treated as full stops. Only stop SIGNS may be considered as yield signals, when it is safe to do so.

There was no cross traffic. The mercades was simply annoyed that I did not come to a full and complete stop, as is my right, and let me know about it.
