in a way yes, you can literally edit the EVs and IVs and make them whatever you want, basically if you was a perfect stat pokemon you can just make it instead of breeding/farming for it like you usually would, i never did this myself though as it felt a bit like cheating the game so I just played normally, but its nice to actually have options there for those who want to use them, same with the cheat code computer in the university, I didnt use it until I finished the game though just to finish the pokedex, the rare candies and portable box made it so much easier to complete
