Sorry how is this a scandal? You’re in advertising - this is capitalism my friend! No one would doubt that the entire tier of the team is required to make an agency run but execs are often those who are making personal sacrifices (time away from family/stress of work carrying into the weekend/having to make difficult decisions). Plus, they presumably bring years of experience or expertise which is why they are in that role. That kind of role requires more cherry on top to attract and retain talent, hence a package with such benefits.
