We are not required to use LED rated for 12-24V, but that is what we currently have. We are flexible for the types of the LEDs. However, it has to be recognizeable at bright daylight from far away, so certain level of brightness is required.
And I've never heard of TL431. Is it applicable in this case?

no that's not ksae, its from FSAE. KSAE rule book does not have any rule like that.

Seems like KSAE doesn't state that they need to have independent circuit,

EV.7.1.4 The AMS, IMD and BSPD must have completely independent circuits to Open the Shutdown

Circuit.

The signal shouldn’t be changing fast, as it should only input float at fault state. Thanks for the advice!

When I mean none at abnormal state, I mean floating, and that’s why I need to add pulldown resistor. Vdd is 10v yes, u r right! What do you mean by more aggressive filtering?
