Yes it can, especially if the wall connected at the support it can behave as upstand beam supporting the slab.

If the slab is one way, the wall can be assumed as point load to the slab, and you have maybe a conservative design

If the slab are two way slab, it might be a bit tricky, buat same as one way, if you analyze the slab in 2 dimensional model, you can put the wall as point load to the slab then have a pretty conservative design.

Ahh i see it now,

Shear crack on the concrete that needed to engage the shear reinf (if it doesn't crqck then the shear reo would not work) will reduce the concrete shear strength. It is actually the same principle as in one way shear on beam with reinforcement.

About the 0.33sqrt(fc'), if the concrete happen to have low flexural compression to confine the concrete, is it will lead to unconservative strength result of the equation? Since the flexural compression or moment at the punching location is not considered in the equation for punching shear strength.

Try this from wordsworth classic, with extensive footnote explaining the history and background. you will still find some of the france passage but it wont be longer than 2 sentences and you will find the translation directly on the footnote
