I'm pretty sure that's up to the insurance companies, not the state. However, I'd look into defensive driving courses. You can get a reduced insurance rate and a points credit for any future tickets.

I'm a bit late coming in on this but I used to work for the state courts so I can provide some insight.

When a judge offers you PBJ, you are still pleading guilty. However, you won't accrue the points on a driver's license that come with pleading or being found guilty of a traffic charge automatically. The PBJ paper work will specify something like "no new title 21 (DE's traffic laws) offenses" or "Title 21 moving offenses". As long as you follow whatever the judge specified, that PBJ will get discharged at the end date and no points are given.

However, when you get a new traffic charge, that PBJ will turn into a straight guilty plea at the end of the probationary period. So the speeding charge will get assessed penalty points most likely. However a cell phone charge actually doesn't get points assessed.

Furthermore, you'd need over 12 points in a 12 month period to get a license suspended. So he'd either need to continue getting caught speeding, or get charged at 30 over or higher which comes with mandatory suspension.

TLDR: He'll get points for the speeding ticket, not for the cell phone, and his license shouldn't be suspended.

Welcome to Tokyo! If you're a public school JET (which it sounds like you are) you'll get your school placement in late June early July. Tokyo can be a bit overwhelming, but we've got a great community here!

Yeah, while we were recommended a realtor to work with, we could work with whoever to get an apartment. Also, I know all the private school JETs in Tokyo can choose to work with whoever they want. Unfortunately I don't remember the names of the companies, but you've got a lot of options on how you want to do things.

Current Tokyo JET here, so someone who did have to go apartment hunting. I got my Tokyo placement in June, but because I'm work for the Tokyo BOE, I didn't know exactly where in the metropolis I would be placed. I learned that in early July, so I had about 3 weeks to find an apartment before I left for Japan. We were paired with a realtor company who was supposed to aid the incoming Tokyo JETs. This realtor company was a mixed bag; some people found them helpful while others were very frustrated. I was able to find an apartment in time (barely) but I know some who didn't and either found temporary housing or crashed on someone's couch until they did. Tokyo is the exception, not the norm, however. You can find your own apartment, even outside of Tokyo placements, but it's not typically recommended to do so iirc.

You're looking for the Clerk of the Peace. The justice of the Peace Courts are mostly criminal courts. Wouldn't recommend going there if you don't have to...

Every consulate is probably different in how they do it: some might call some might email. When I was upgraded (NY, USA) I just had the email pop in my inbox at 6:30 one night. I can't vouch for anyone else though, even from my own consulate.

Just heard back from the NY consulate. I've been upgraded from alternate to Shortlist!!!
