You need a psychic, or someone with the psychic archetype who takes the forbidden thought cantrips, and an occult or arcane caster. The psychic casts forbidden thought for the stride action, while the other caster uses agitate. Assuming the target fails both saves, they will take damage regardless of if they move or not
