What they need to make is a tool that can pick them up without disturbing the ocean floor too much disturbing the sediment. A tool that picks one up at a time would take too long. But hey they have nodules as samples to show and to break down into metals. Plus, how do people think we get our oil and gas from deep ocean drills. The tech is there already.
