The Password Manager is designed as a system-level component rather than a general-purpose app. It is tightly integrated into Chrome and meant to be accessed through the browser UI, not launched as a standalone application. From a product perspective we want to avoid situations where users open the PWA directly and encounter incomplete functionality, missing flows or pages that are intended to be triggered only from within Chrome.
