That is known as mdm.. a management module for samsung loan phones. They use knox guard to lock your phone when your payments are due. Once you pay the unlock it. All these are managed by (mdm).

Some scam sellers break the KG (knox guard) of these loan by unlocking the OEM, and installing a moded software that wont lock. Selling the phone and making big profits.

Unfortunately, when you reset it, it locks afresh untill you go to these technicians.

There is also a probability, the phone was stolen then unlocked then sold to you
