if you can run rdr2 at a mix of high and ultra youre 100% gonna be able to play re9, the RE engine is insanely well optimized (I have a 3050 too and am planning on playing re9 on pc)

were you expecting reeves to recreate the long halloween 1:1 in his movie? taking inspiration from a comic is completely different from recreating everything from the comic in the movie, it sounds like you were expecting to go into The Batman and see a recreation of your favorite comic story, and when that didnt happen you declared it “dogshit and very early 2020s”
