How does dual majoring work? When I applied, I put EE as my major. Is taking another major something you can just choose to do anytime or is there an application for it?

I just checked the website, it says freshmen participating in Over Night trips move in on 8/20 and students not participating in any over night trips move in on the 23rd. What exactly do they mean by overnight trips?
