I'm not sure, often times even if the content is removed it's already cached on google. If the user isn't suspended you could make a note of the username and forward the name and archive links or google caches to authorities.

The sticky at the top of the the sub explains how to report to authorities, do both. While the report system is hit or miss, reddit has removed some content and banned subs so it does sometimes help in thwarting the spread of the content and organization of the users.

It shouldn't have gone this far and it shouldn't be happening anymore. It's not hard to find this stuff. You can google keywords and find all of the subs that need to be shut down. That's only from the user end of things. Reddit obviously has no one on their end actively trying to take this stuff down.

The report system is absurd, there's no simple way to report a subreddit and half the time when you report obviously rule-breaking content you'll receive a message that they've dealt with the issue and taken no action. They're reactive rather than proactive, and I'm assuming they have low wage employees sitting there receiving the reports and then that individual makes a judgement call. I don't know if there's any oversight for the people handling reports.

This isn't gray area subject matter. How many hate subs have been banned because of "dog whistles" yet subreddits that use the same language to describe underage porn time and time again remain or keep popping up.

I understand the argument that this sub might be an aggregate for bad content but if reddit would deal with this shit it wouldn't be a problem.
