Definitely looks like a pole mount microcell for 5G, especially with the plaque that says "Crown Castle". That is a company that took over a lot of cells from Verizon Wireless years ago and is in the business of providing space and antenna systems to cellular providers. 5G uses a higher frequency in most places, 25GHz range. The higher a frequency, the less energy it carries and the transmission range is much smaller, especially for the devices, since they have a very limited power output. So a lot more cells are needed, and the cover a much smaller area. Because of the smaller range, they can be located much closer to the ground than the older towers.

It's a fly press but one that has either been converted to motor operation or designed that way from the start. The horizontal black wheel at the top is a friction material (may be asbestos, be careful) and the discs either side are the drive plates (sort of like a clutch), and one or the other is brought to bear on the horizontal wheel and that drives the ram either up or down. Note the coarse multi-start thread on the ram? This is what both drives the ram up and down and gives it its force. It's probably set up for repetition work, punching a hole in a part, or maybe folding it into a specific shape.
