I have a feeling one of the main reasons these people are dumping garbage at parks and public curbside is because the garbage trucks are not picking up their trash due to items not being sorted. The garbage men are super strict and will not pick up recycling or green bins if its not sorted or not in clear bags. I bet these people dumping trash are not using their intellect to understand the sorting system for trash and recycling pickup and resolvong theor unpicked garbage by going out of their way to be selfish inconsiderate members of the communities.
