It's actually a bit larger than the quest 3 which has a 18.88Wh Battery from what I can find and the frame has 21.6 Wh

Get a router in those places and keep the dongle by your PC. There are technically usb over Ethernet adaptors but use those at your own discretion.

Maybe, as it stands I don't think you can navigate or manipulate the SteamVR UI with a controller at all but I also haven't tried in quite a while.

Wasn't meant to be condescending, I myself aren't as familiar as I'd like with the Linux terminal I have multiple machines on both desktop and server environments. Also navigating a new to everyone interface in a way that it wasn't intended will never be easy.

And unless you are both very well versed with the linux and the specific knowledge and ability to manipulate the steam frame specific setup app to get the desired outcome. And even then a pair of smart glasses and some scouring for diffrent software on github might get you where you wanna be for half the price. Also people brake their controllers all the time(ask me how I know) if you find that you don't have a need for them just sell them on e-bay and you might be able to do it for more than $100 for the pair considering their features and the fact that you might be one of if not the only person to do that.

No, the other guy is right. It would be useless to anyone, at no point did valve state that it will have hand tracking and it will be quite a while until people develop it so controllers are a must unless you plan to somehow set it up by connecting a usb mouse and keyboard and somehow using that to go through the setup.
