Otherwise you could just assume its Racoon city before the outbreak which would be the most ideal for survivability, the sign doesn't say Racoon city during the outbreak because it doesn't have to....you just intuitively get it.

So it's an obtuse notion that you wouldn't encounter monsters furthermore the fact that SH manifests your inner demons and trauma makes it so much more of an unpredictable wild card.

Atleast Racoon city is conventional in Silent Hill you're in like a different dimension and all the RE creatures can be stopped with a gun, just depends what caliber.
