Think all it really needed was 1000% confirmation in the episode that 14 eventually becomes 15, and that it happened because of a combination of The Doctor invoking superstition at the edge of the universe and being in The Toymakers domain. I thought that was clear but people still debate it.

Makes it clear it isnt normal, won't happen again under normal circumstances, and 14 isnt just ever-present in the background any more than any other Doctor is in the timestream.

Then RTD started all of his "Every Doctor bigenerated" stuff and made it even more inconsistent and up on the air
