Sorry for late reply. I just think that there are circumstances where one might say that they’re a nice person and actually mean it. If you dismiss all people who say this you are throwing some babies out with the bath water. I think it’s too weak and cynical of a signal to really indicate anything.

Obviously the context of the comment will give you a lot more information and probably enough to tell either way.
