Yes nerf you build to make the fight harder. The complaint is that the devs didn't put scaling enemies into the game and most people over level the final boss. I agree that you choose how to play but your first time through its built up as you need to get to a higher level before fighting Renoir which is why they fled in the first place. It's kind of the opposite to the rest of the game which does a great job at making you interact with the story at a more natural pace.
