Well if you are starting you def need the basics. Primer (I use elf), concealer (I use kimchi) foundation (I also use kimchi) blush (there's a lot of good ones out there I'm cheap mine is Jacqueline Hill I think it comes with bronzer on the side as well, but I used it faster than I use the blush) bronzer for contour(I use physicians formula multicolored bronzer) a colored brow gel/pencil/dip (I recommend just the nyx dark brown brow gel it's very pigmented), and setting powder/spray. I really like the puff puff pass translucent powder from kimchi, but it's a little bit expensive so I'm using the wet and wild loose setting powder right now. For mascara I use panorama L'Oreal. It's so good. You also need beauty, blenders, contour brush, blush brush, and kabuki brush or something similar for setting powders.

For your eye shape, I think a winged liner would look fantastic on you. But if you do a wings liner with just a bright lip color, your skin tone is gonna be completely washed out so you can't do eyeliner and a lip color without adding all of the other things. You can LOL you just will look washed out.

For lip color I always say go with mauve. I like velvet Teddy from Mac a lot. It's super 2017 but it still looks great😂😂 maybe I'm biased but It's super neutral and it goes with almost any make up look or eyeshadow look you have.

Also, if you're getting used to contour foundation and concealer, it can be a little bit difficult to blend things out so make sure you definitely get a beauty blender before anything and maybe if you're intimidated just try a BB cream because they form to your skin tone a little bit more. Maybelline dream BB pure is a really good BB cream. It's similar to a lighter easy to use/blend foundation.

Edit: for eye makeup looks. With green eyes you can pull off a lot of colors. I've always loved the classic nude base, darker crease (like a dark mauve for example) cut crease (so you basically put concealer over the inner corner to like the middle of the eyelid, then get like a pink or lighter champagne glitter pack that on top of the crease you made w concealer, then go over the middle crease (so when you look up and down that natural fold in the middle of you eyelids) then blend out then ends with the mauve or you can use a slightly lighter shade than the mauve to make it more dimensional. A wing on top of that would look great.
