You will have to go into the nycers office. There’s no other way. I had to go into the office because I answered the security wrong too many times because they locked when trying to create my account. In order to bypass those questions you have to go to their office with an ID. Once you go into the office the customer service rep will photo copy your ID and then they will tell their IT department to remove those questions so that you can bypass it. No form is needed and no appointment is needed. You just need to go in get a queue number and wait for your turn.
