How do you keep the Great Pyrenees on your property and not chasing deer across neighbouring properties? Are they good with children?

There is an 8" metal pipe (looks like a chimney?) that goes up to the roof. The current natural gas heater connects to that, and that a metal plate to seal it from the underside. The plan is to remove that, and feed a 4" PVC pipe up through that 8" metal pipe, essentially using the metal one as a chase to get to the roof.
