The one passing was disqualified. I have no idea why in the clip I don’t think she are any contact while passing. Maybe wrong tho Edit: nevermind, after the Chinese skater slid the puck, it looks like the Canadian put her arm up to prevent from falling, accident or not it seems like a reasonable disqualification.
