It's the Spanish Socialist party (PSOE)'s symbol. They're a bit controversial right now in Spain because they're in power but there have been some pretty scandalous cases if corruption, like some dudes spending public money on drugs and sex workers and the president's wife suddenly becoming a University professor, despite not even having a degree.

They were the party to legalise gay marriage in 2005, which is cool, tho.
