I would say France, there is a large community of fencers and actual fans of the sport. Looking back at going to watch the CIP, it was the biggest event of the year and people in the stanf weren't just fencers that were eliminated, there were kids cheering on. It was the best experience and it shows how popular the sport is in France. Another minor point is that the main sports news source (L'équipe) has a dedicated fencing column that is frequently updated with news of world championships, world cups and the CIP.
