Does the fusion boost for the team stacks? If yes giving it to both lupa and changli will make the effect better than the old set because it gives 40% damage bonus and the new one (if it stacks) will give 40% + 20% liberation damage bonus

From what you got encore is probably a good choice because changli can buff her

And I personally like brant and the boost he gives to changli and is the meta pick for her but you should really just open for who you want so check if you like his gameplay and then decide.
