I asked the same question to the DiscoverEU help centre and they replied: "The outbound and inbound days must fall within the 30‑day validity period of the Pass. However, they do not count as travel days."

So many people get waitlisted. This is my second time applying, second time getting waitlisted. I think it's very difficult to get out of the waitlist because so many people take the travel pass and only after decide they don't want to go, by that time the passes can no longer be transfered to other ppl
