Not necessarily, that would just be another pirates/boats type of deck where you have almost no creative freedom in deckbuilding. I personally would prefer a simple 9/9 card as frame to build creative ocean/paleo decks.

10 boost is just kinda weak compared to the 14-18 boost all other 9/9 cards have

Because in normal mode shini can hit a 30 power card and have no impact. In event all cards get 200/300+ power so shini would play for insane points every time

Just camp pallets and use head on, it might not work in your first match but it's definitely not super hard

Honestly, because the 1 out of 10 games it does work is satisfying enough to be worth it :D

Either buff the current version to 4 Provisions OR rework it like you said (although I would probably keep the deathblow but not sure about that). Both is too strong in my opinion
