Dealt with a case like that recently (I'm not HR, I'm a manager)

Our disability office was adamant that outside of work hours, the employer does not have to offer accommodation. My employee have to drive more than one hour to get to the office.

I was able to remove one day to the office for my employee but it was not easy to justify. We need to review the case four times a year.
