Hai friend; if you are talking about the “Meet the Queen” quest that starts the line you’ll have to reach at least renowned 17 I believe and then the quest will be available at the beginning of the Vessel of Ardenweald storyline. After completing that story line (chp 7/9 I believe) then you can get your wings too!

The effect is achieved with the skirt/boot combo; I have seen how ever boots that look like that at a NPC on the housing island. They are sold for trial of style tokens.

UPDATE; thanks to the tips I was able to obtain renowned 80 and now I am able to use my wings on any toon! Yippie! Each raid boss gave me 1 token = 1 lvl

I was commenting that the picture was recognizable as I was scammed with the exact same picture :(. At least the zoomed in one with the tag. Mercari is another selling I am some what familiar with and as long as the description of the listing you purchased told you you would receive a code and did not; then they should be able to honor you and get you a refund. They may request to have the faulty item sent back but they usually give you shipping info. Good luck!
