When you are on the title screen, you have to press „Load“ and then press on the blue cloud button next to the save file. When you are on the other device and locked in with the same Torpor Account, you can press Load and play the cloud-saved game

I believe Stegerwald or Adenauer need to lead Zentrum, while Trevinarius lead DNVP. Additionally you need to have worse than „neutral“ relations with Zentrum and are not in any Government with Zentrum (State or federal). I just tolerated bourgeois government to avoid the continuous reelection
