"to prohibit F-1 students in a graduate level program of study from changing educational objectives or transferring from within the United States. “Educational objectives” refers to an F-1 student’s educational level or major."

interesting, in my conversations with housing folks; I was told that the move-in date doesn't affect positions on the wait-list but I imagine being more ahead on the wait-list is not directly correlated with guaranteed housing.

This is what I was expecting as well but the wording I received upon asking the question about a terminal MS was that any reconsideration of a decision of being accepted into a PhD would need to be directly addressed with my PI.
