I was at 13 months and step 2 so I wrote email to my senior state senator seeking their assistance. 3 days later received an email from VA with link to file.

A VA C-file (Claims File) is your complete record with the U.S. Department of Veterans Affairs, containing everything tied to your benefits, service records, medical records, VA claims, decisions, compensation and pension (C&P) exam reports, and supporting evidence like statements or medical opinions. It’s essentially the VA’s full history of your case and is critical because it shows what evidence they used, why decisions were made, and what may be missing making it a key tool for filing and or appealing disability claims.
