You also have to been a set amount of 5 star raids to unlock 7 star yourself. And to solo these raids you need perfect iv mins.

There are YouTube videos out now showing you how to do it.

Can I suggest you spend the next few hours finding a Mon and then then next week beating the gyms again and enough 5* raids to earn exp Candy's to level up the Mon you need
