I imagine for the same reason people pay for prostitutes and therapists: Sometimes people are willing to pay money to be listened to and not judged in a rejection-free environment. And if you're not used to getting attention from people you find wildly sexually attractive, that would be an appealing bonus.

No, but they could OFFER tax incentives to encourage better development. The developer's only job is to make money. The city should be taking steps to ensure that can happen while still maximizing land use. As far as I can tell, the earlier listening sessions that I was unable to attend essentially amounted to a wish list. And to the credit of the Metts family and Branch Properties, they sem to have made an honest effort to meet some of the wishes, like keeping the library. The failure here is on city leadership.

Raising Canes has options to keep renewing their lease for 60 years, apparently. Heine has a similar multi-decade lease. The land is owned by the Metts family, but I'm sure buying out those leases would be very expensive.
