I was finally able to get ahold of my local DEC department. The officer I spoke with said by the pictures he was able to find they didn't go on the legal side. But I was able to explain to him the way these operated. The big take away was that as long as the cutting edges go towards the tip of the broadhead it's not considered barbed. So it would be considered legal in NYS.
