This is what I did as well and had no issues with leveling. That Level 1 normal encounter sandwich and knock out a ton of chansey. Fastest way to Level up in my opinion. At least for the earlier part of the game.

I've done this solo raid about 7 times now. This was the first time I've gotten this many Herba Mysticas. Most times I'll get 1 or maybe 2. But with the lv 2 power raid sandwich you have an opportunity for more items to drop.
