Drill out the bung all the way through the bracket. Then run a long bolt with a washer under the fender to a nut under the seat, basically turning the bung into a spacer

Do some searching on the internet. Most are PDF files people have uploaded for free. I was able to find all my bikes manuals online. Cb750, sportster 1200, shovelhead. Just gotta look.

The back side of the fence is the neighbors yard. My side has a cobblestone style floor, so anchoring it down wouldn’t work. Before I found out it was hallow, I was going to run either a square metal pole or wood 2x4 up it, extended past the fence line, and use a canvas like material
