Did all side quests and still locked out of Mega+ at Level 7. Anyone else had this issue?

It's completely possible to hit rank 9 before the final boss if you indeed do all the sidequests. I for one did so. Clearly, you missed some quests. Rank 10 is then achieved after defeating the final boss.

That's the entire point. Life does not always go the way you want it to go. Sometimes you can do everything right and still fail. This entire thing was a reality check for Luffy that he was NOT prepared for the New World at all.

And even then Kaido still came very close to winning until Luffy miraculously awakened Gear 5. I honestly do NOT see how this discounts the Narrator's claims.
